A Newly Formed HOA Is Taking Responsibility For The Community’s Future
Our Purpose
We came near and far to drink in the Blue Zone of Costa Rica. As the HOA, our purpose is to manage the present and protect the future of this sought after community — Infrastructure, Architecture and Financial Stewardship — as each of us embraces its Pura Vida lifestyle.
Our Priorities.
Water.
Water is our most precious resource. In Costa Rica we must acknowledge it on an entirely different level. Most communities along the Pacific have inferior water infrastructures. We acknowledge the importance of constantly monitoring and improving our pumps, pressure and storage, but also usage. Going forward, we will be encouraging a more conscious use of water throughout Black Beauty and surrounding communities.
Roads.
Anyone who has traveled the roads of Guanacaste, specifically highway 160 to our community road, has embraced the rustic terrain. However, it is our intention to ensure that travel is always accessible and without risk within our community. In 2022, the HOA made a significant investment on a portion of road inside the community. In early 2023, the HOA plans to address additional roads from the gate with the community’s participation.
Security.
Security from the gate entrance to Black Beauty sets the tone for living at peace throughout the community. It is always our intention to have 24/7 security to control access in and out, as well as a consistent patrol randomly throughout. Cameras in key thoroughfares and around community assets like our water system are scheduled for early 2023. Lastly, we will working to ensure we have the best security company.
Architecture.
The design style of the community has been established by the developer. The HOA believes it is important to maintain that integrity with some flexibility. As important, builders will be required to follow specific guidelines in terms of design approval, building practices and access to the community’s resources.
Finances.
HOA monthly payments and annual assessments enable us to manage the community’s infrastructure and make improvements. As a majority, we approved a homeowner fee and a lot owner fee, and an assessment, effective November 2021. Today we are working to bring the HOA current.
Management.
As part of the newly formed HOA, we were in agreement, along with the developer, that we needed a new administrator and management company. PVM was voted in by majority. They take their direction, per the bylaws, from the Owner’s Council, with leadership from the appointed Management Council.
